The Act provide a legal requirement for mandatory clearance from the fire service department for such buildings or occupancies that state considers prone to fire risks. Whereas, rules are guidelines that are defined in the acts that must be followed for the enforcement of the act. Here it is pertinent to mention that Fire Service Rules without Fire Service Acts are not enforceable or binding on citizens to follow.
